If the matched packet has no C-VLAN tag and the action is 'replace', this rule will not take effect too. C-VLAN based Q-in-Q rules have lower priority than flow-based Q-in-Q rules. For flow-based Q-in-Q rules in the same profile, the rule's priority is decided by the rule's ID; a smaller ID has a higher priority.
