While in this mode, well-known VCs will not be allowed to be deleted or modified by user commands. This is the default mode at startup for equipment which supports automatic well-known VC creation. In manual(2) mode, well-known VCs won't be automatically created. Instead, the user will be allowed to delete and create PVCs with the reserved encapsulation types aalQsAal, aal5Ilmi, and aal5Pnni as applicable. And these PVCs will be allowed to have VCI values in the range <5-16383>, instead of <32-16383>.
